delaying objects with an animated shader

i'm working on a scene, where i want several Mograph clones to animate in like blinking neon lights. So i simply animated the luminance values in the shader to my liking and intended to use a step effector with a time offset to delay the animation for my clones. But unfortunately i can't get it to work.

 

Does the mograph time offset only work with transformations? Or am i doing something wrong here?
