Photoshop drifitng canvas

Sorry for big time noob question but this is driving me nuts:

 

Everytime I move my canvas in Photoshop (cs4), it starts drifiting away from center screen. Esp if I make kind of like a thowing action. How do I turn it off?

 

Tried googling, but I just get links to cars.

I actually really like the Flick Panning and Scrubby Zoom features. Very useful for times where you're working zoomed way in on things. it's on by default because they consider it to be an improvement over the old way. They leave the switch in there for people who don't like it.

 

The thing they need to fix is where Photoshop gets stuck on the Hand tool and won't let you switch.

 

Thanks for bringing up a pet peeve, and showing me the fix, hyp3!

I have no idea why this was made a default behavior, who would NOT want precision when using navigation tools? I'm not on a smartphone here, people.
