I'm guessing they shot two adults, one in a large baby jumpsuit and another in the dragon suit. Those were then comped over the background and the baby's head was comped in over the adult baby.

Pretty much. Really well done though. One thing I'm sure is hard as hell to get right is the adult in the baby suite, especially since we get to see the difference between the baby & the baby adult in different shots. Gotta make sure you be stuffing that suite correctly to resemble the babies' as much as possible.

My guess too. If indeed the case, mega props to them for nailing the proportions of a baby while in the jumpsuit.
