Not really.
It's a process that takes quite a few steps.
Your character mesh needs to be rigged, bound, weighted, and posed in a T-pose.
The skeleton's hierarchy needs to be identical to the hierarchy of the walk cycle you downloaded.
Import the walk cycle (probably a .bvh).
Make the walk cycle a Motion clip (Animation / Add Motion Clip)
Drag the Motion Clip tag to the T-posed skeleton.
That's the basic principle.
It's not too hard to do, but the results depend a lot on the accuracy of the weighting,
which requires quite some skill and time.
